Conduct Of Business

(1) A simple majority of commissioners constitutes a quorum. (2) When the office of the first presiding officer of the authority becomes vacant, the authority shall select a presiding officer from among its members. An authority shall select from among its members a vice presiding officer. (3) An authority may: (a) employ a secretary who is the executive director, technical experts, and other officers, agents, and employees, permanent and temporary, that it may require and shall determine their qualifications, duties, and compensation; (b) call upon the corporation counsel or chief law officer of the city for legal services that it may require or employ its own counsel and legal staff; (c) delegate to one or more of its agents or employees powers or duties that it may consider proper.
