Subject: Regulations governing recreational fishing of Black Sea Bass. Purpose: To increase the recreational possession limits of Black Sea Bass.

Subject: Reclassification of Newtown Creek. Purpose: Amend the classification of Newtown Creek from Class SD to Class I.

Subject: Propagation and sale of fur-bearing animals. Purpose: Consensus rule making, repeal obsolete rule.

Subject: Black Sea Bass Recreational Fishing. Purpose: To decrease the minimum size limit and implement an earlier season start date for recreational Black Sea Bass.

Subject: Regulations governing recreational fishing of Bluefish. Purpose: To increase the recreational possession limits of Bluefish.

Subject: Amendments to CO2 budget trading program in NY. Purpose: Regulation of CO2 emissions from power plants in NY.

Subject: Regulations governing recreational fishing for Atlantic Cod. Purpose: To reduce fishing mortality on Atlantic Cod and maintain con- sistency with Federal rules.

Subject: Regulations governing recreational fishing of bluefish. Purpose: To increase the recreational possession limits of Bluefish.

Subject: Sanitary Condition of Shellfish Lands. Purpose: To reclassify underwater shellfish lands to protect public health and general welfare.

Subject: Treatment and disposal of landfill leachate. Purpose: Establish requirements for the treatment of leachate generated at MSW and C&D debris landfills with leachate collection systems.

Subject: Deer hunting seasons, deer hunting tags, and archery equipment. Purpose: To increase antlerless deer harvest and improve the Department’s ability to manage abundant deer populations.

Subject: Amendments to New York State fisher and pine marten trapping seasons and methods for allowable take. Purpose: To modify fisher trapping seasons in upstate New York.

Subject: Leashed Tracking Dogs. Purpose: Leashed Tracking Dog regulations will be amended to remove unnecessary application fees and to correct name of the Division.

Subject: Atlantic Striped Bass commercial management. Purpose: To allow transfer of fish tags in the commercial Atlantic Striped Bass fishery.

Subject: Hunting with a crossbow. Purpose: Removes regulations that are now obsolete and contradictory to recent changes in the Environmental Conservation Law.

Subject: Black Sea Bass Recreational Fishing. Purpose: To decrease the minimum size limit and implement an earlier season start date for recreational Black Sea Bass.

Subject: Revisions to the regulations that implement the State Environ- mental Quality Review Act (Article 8 of the Environmental Conservation Law). Purpose: Incorporate requirements of Environmental Justice Siting Law, add and refine Environmental Assessment Form questions for air emis- sions and resiliency, and expand Type 2 for housing/energy.

Subject: Bluefish Recreational Fishing. Purpose: To increase the recreational possession limits of Bluefish.

Subject: Climate Smart Community Projects. Purpose: To update regulations required by statute to implement climate smart community projects.

Subject: Amend the existing regulations to include changes needed based on recent statutory revisions. Purpose: To require larger generators of food waste to donate edible food and recycle food waste if facilities exist to manage.

Subject: Wastewater Cybersecurity and Related Regulations. Purpose: To set forth requirements for baseline cybersecurity controls and related requirements necessary to protect the environment.

Subject: Coolwater Sportfishing Regulations. Purpose: Coolwater sportfishing regulations must be amended to elimi- nate regulations no longer needed and protect vulnerable populations.

Subject: Atlantic Striped Bass commercial management. Purpose: To allow transfer of fish tags in the commercial Atlantic Striped Bass fishery.

Subject: Environmental Remediation Programs - State Superfund Pro- gram, Brownfield Cleanup Program, and Environmental Restoration Program. Purpose: To amend the Environmental Remediation Program regulations, 6 NYCRR Part 375.

Subject: Revisions to 6 NYCRR Parts 601 and 602 that implement ECL Article 15, Title 15 (Water Supply). Purpose: To add definitions, clarify requirements, establish and clarify permit exemptions, and conform regulations to statutes.

Subject: Saline Water Quality Standards and Reclassification Rule 1. Purpose: Modify WW designation applicability, amend WQS, and amend WQ classifications.

Subject: Climate Smart Community Projects. Purpose: To update regulations required by statute to implement climate smart community projects.

Subject: Criteria for the decommissioning of radioactive material licensed sites. Purpose: Ensure DEC’s regulations are compatible with regulations of the Nuclear Regulatory Commission.

Subject: Issuance and use of electronic deer hunting tags, the Deer Management Assistance Program, and game harvest reporting. Purpose: Establish electronic hunting tags, replacement regular season deer tag for successful youth hunters, improve DMAP.
