Subject: In-Person Medical Evaluation Requirements and Exceptions for Controlled Substance Prescribing. Purpose: To clarify patient evaluation requirements with regards to the is- suance of a controlled substance prescription.

Subject: Blood Banks. Purpose: To allow ambulances to store and distribute blood and initiate and administer blood transfusions.

Subject: 12-Week Rule for Foreign Medical School Graduates and Limited Permit Allowances. Purpose: To allow more providers to meet the ‘‘12-week’’ exception to graduate medical education that occurs outside of the U.S.

Subject: Expedited Partner Therapy for Sexually Transmitted Infections. Purpose: To permit expedited treatment for STIs for which the U.S. CDC recommends the use of expedited therapy.

Subject: Consumer Directed Personal Assistance Program. Purpose: To require the State to contract with a statewide fiscal intermedi- ary in the consumer directed personal assistance program.

Subject: General Hospital Medical Staff Recertification. Purpose: Changes the period general hospitals must periodically review the credentials of medical staff from biannually to triennially.

Subject: Approval of Medical Facility Construction. Purpose: To update and streamline the Certificate of Need review process for health facility construction projects.

Subject: Network Adequacy and Access Standards for Behavioral Health Services. Purpose: To establish network adequacy and access standards for behavioral health services.

Subject: Trauma Centers – Nurse Reviewer. Purpose: To change the requirement a nurse/nurse reviewer only be required for all first verification site visits for New York State.

Subject: General Hospital Emergency Services Behavioral Health. Purpose: Hospital emergency departments to establish policies and procedures to identify assess, refer patients with behavioral health presentations.

Subject: Lead Poisoning Prevention Control. Purpose: Outlines the targeted State rental registry and proactive lead safety inspections for rental units in dwellings with two or more units.

Subject: Network Adequacy and Access Standards for Behavioral Health Services. Purpose: To establish network adequacy and access standards for behavioral health services.

Subject: Contingent Reserve Requirements for Managed Care Organiza- tions (MCOs). Purpose: Maintains the contingent reserve requirement at 7.25% through 2025 applied to the Medicaid Managed Care, HIV SNP and HARP programs.

Subject: Provider Enrollment and Collection of Patient Consent to Access Medicaid Confidential Data in the SHIN-NY. Purpose: To clarify that providers of medical goods and services, rather than the QEs, are required to enroll in the Medicaid program.

Subject: Nursing Home Rate Appeal Prioritization Guidelines. Purpose: To amend current appeal submission and processing requirements.

Subject: Hospital Cybersecurity Requirements. Purpose: To create cybersecurity program requirements at all article 28 regulated facilities.

Subject: Disease Outbreak Investigation and Response Clarifications. Purpose: Authorizes NYSDOH to provide flexibilities to LHDs to prioritize reportable diseases that need to be fully investigated.

Subject: Reproductive Health Care Standards. Purpose: Reconciliation with Article 25-a of the Public Health Law and alignment with evidence-based clinical guidelines.

Subject: Onsite Wastewater Treatment System Waiver Requirements. Purpose: Clarify availability of waivers from statewide requirements regarding installation and operation of wastewater treatment systems.

Subject: Adult Home Admission and Reporting Requirements. Purpose: To clarify the pre-admission screening process and strengthen the reporting of residents with serious mental illness diagnoses.

Subject: Emergency Medical Services Equipment Requirements for Certi- fied Ambulance and Emergency Ambulance Service Vehicles. Purpose: To update requirements to meet current industry standards that address patient and provider safety and manufacturing guidelines.

Subject: Statewide Health Information Network for New York (SHIN- NY). Purpose: To establish the State Designated Entity and Enhancing SHIN-NY Efficiency and Flexibility.

Subject: Long Term Care Ombudsman Program. Purpose: To clarify language relative to access by the long-term care ombudsmen and adding reference to section 218 of Elder Law.

Subject: Lead Testing in School Drinking Water. Purpose: Lower action level for lead in school drinking water from 15 parts per billion (ppb) to 5 ppb & revise reporting requirements.

Subject: Adult Day Health Care. Purpose: To regulate adult day health care programs for registrants with medical needs in a non-residential health care facility.

Subject: Standards for Tissue Banks and Nontransplant Anatomic Banks. Purpose: To remove discriminatory requirements pertaining to reproduc- tive tissue and make technical corrections.

Subject: Updated Quality Improvement Committee Requirements. Purpose: To update quality improvement committee requirements of adult homes and residences for adults.

Subject: Hospital and Nursing Home Personal Protective Equipment (PPE) Requirements. Purpose: To ensure that all general hospitals and nursing homes maintain a 60-day supply of PPE.
