Purpose: To improve the health of newborn infants by providing for a one-time benefit to public assistance recipients upon the birth of a new child, pursuant to the statutory amendment to SSL § 131-a(5) set forth in part Q of chapter 56 of the Laws of 2025 (Birth Allowance for Beginning Year [BABY] Benefit).
