Subject: Acceptable uses of fluorinated greenhouse gases including sulfur hexafluoride. Purpose: Reduce greenhouse gas emissions as required by the Climate Leadership and Community Protection Act.

Subject: Certain substances that contain hydrofluorocarbons, highly- potent greenhouse gases. Purpose: Reduce greenhouse gas emissions as required by the Climate Leadership and Community Protection Act.

Subject: CWSRF program co-administered by DEC and the NYS Environ- mental Facilities Corporation (EFC). Purpose: To update and modernize the priority ranking system scoring criteria for projects receiving financial assistance from CWSRF.

Subject: Relating to the Application of topical fluoride varnish by Registered Dental Assistants Purpose: Allows additional health care professionals to apply fluoride varnish.

Subject: Evidence-Based and Scientifically Based Reading Instruction. Purpose: To conform the Commissioner’s regulations to Education Law section 818, which became effective April 1, 2024.

Subject: Content Core Requirement for Additional Teaching Certificates in Certain Areas. Purpose: Allow candidates who seek one or more additional teaching cer- tificates in specified areas to complete 18 semester hours of study.

Subject: Relating to the requirements for licensure as an athletic trainer. Purpose: Allows for athletic trainers to be licensed professionals.

Subject: Designation of a Deputy Commissioner of Education Purpose: Provide flexibility should the organization of the Department change in the future

Subject: State aid for library construction. Purpose: To conform the Commissioner’s regulations to chapter 241 of the Laws of 2024.

Subject: Development and implementation of regionalization plans. Purpose: The development of regionalization plans by component districts in collaboration with BOCES superintendents in order to best utilize educational resources.

Subject: Development and Implementation of Regionalization Plans. Purpose: The development of a process by which each component school district of a supervisory district can work with the Board of Cooperative Educational Services (BOCES) District Superintendent to develop and implement a regionalization plan at least every ten years. This plan is designed to improve student opportunities and operational efficiencies through shared resources and should include initiatives for enhancing educational opportunities, strategies for operational efficiencies, mecha- nisms for ongoing evaluation, and other information deemed to be of importance.

Subject: Admission and Discharge Criteria for Psychiatric Inpatient Units of General Hospitals. Purpose: To standardize admissions and discharges.

Subject: Unfair Claims Settlement Practices and Claim Cost Control Measures. Purpose: To clarify or amend provisions regarding right-of-recourse, total loss efficacy review, and valuation manual titles.

Subject: Operating Rules and Procedures. Purpose: To provide the operating rules and procedures for the Commis- sion on Prosecutorial Conduct.

Subject: Petroleum Products. Purpose: To remove obsolete standards, and incorporate by reference the most recent versions of the CFR, ASTM and API standards.

Subject: Transportation Regulations. Purpose: To update the administrative proceedings and various motor car- rier safety subjects.

Subject: Establish a toll rate schedule for use of the central business district under the CBDTP operated by TBTA. Purpose: To reduce traffic congestion in a manner that will generate reve- nue for future transportation improvements.

Subject: Notice of intent to submeter electricity. Purpose: To ensure adequate submetering equipment and consumer protections are in place.

Subject: Proposed tariff modification that would allow the Company a quantity of Customer-owned gas as an allowance for losses. Purpose: To consider whether tariff modifications ensure safe and ade- quate service at just and reasonable rates without undue preference.

Subject: Standard Utility Allowances (SUAs) for the Supplemental Nutri- tion Assistance Program (SNAP). Purpose: These regulatory amendments set forth the federally-approved SUAs as of 10/1/2024.

Subject: Tariff amendments regarding statewide IEDR platform. Purpose: To approve, with modifications, the Joint Utilities tariff amendments.

Subject: Transfer of assets. Purpose: To ensure the transfer of utility company assets is in the general interest of the public.

Subject: Consideration of a New York City PPTN under the NYISO’s planning process. Purpose: To determine whether the NYISO should proceed to select a solution to the identified New York City PPTN.

Subject: Tariff amendments modifying the pole attachment rates and waiver request. Purpose: To approve, with modifications, Con Edison’s tariff amend- ments and granting waiver request.

Subject: Increase in annual revenue. Purpose: To authorize Westfield’s tariff amendments for an increase in annual revenues.

Subject: Modify the Auto- and Term- DLM program procurement methods. Purpose: To approve Indicated Utilities’ proposal to use different methods of procurement.
