Subject: Standby and Buyback Service Rates. Purpose: LIPA Staff propose to modify the Tariff to better integrate DERs to the grid with updated and improved Standby and Buyback rates.

Subject: Back billing. Purpose: To implement changes consistent with statutory amendments to HEFPA and to clarify definitions.

Subject: Summary determination. Purpose: Streamline the process by which the Commission considers mo- tions for summary determination.

Subject: Onsite Wastewater Treatment System Waiver Requirements. Purpose: Clarify availability of waivers from statewide requirements regarding installation and operation of wastewater treatment systems.

Subject: Adult Home Admission and Reporting Requirements. Purpose: To clarify the pre-admission screening process and strengthen the reporting of residents with serious mental illness diagnoses.

Subject: Science-based State sea level rise projections. Purpose: To establish a common source of sea-level rise projections for consideration in relevant programs and decision-making.

Subject: Relating to the calculation of aid attributable to students with dis- abilities served in charter schools. Purpose: Update the calculation of aid attributable to students with dis- abilities to reflect the current approach under foundation aid.

Subject: Establishing the Administrator Certificate and Extension to Work as superintendent. Purpose: Establish new Administrator certificate that enables an individ- ual to hold building level/district level administrator positions.

Subject: Development and implementation of regionalization plans. Purpose: The development of regionalization plans by component districts in collaboration with BOCES superintendents in order to best utilize educational resources.

Subject: Posthumous high school diplomas. Purpose: To allow discretion for local New York State schools and districts in posthumously conferring high school diplomas.

Subject: Social work and mental health practitioner supervision require- ments, acceptable accrediting bodies for social work education programs, and the social work psychotherapy privilege. Purpose: Amends the supervision requirements for social work and mental health professions to allow the use of secure technology for social work and mental health professions; update the provision regarding acceptable accrediting bodies for social work education programs and repeals the requirements for the psychotherapy privilege consistent with chapter 81 of the Laws of 2022.

Subject: Emergency response definitions for school safety plans. Purpose: To standardize language and terminology related to emergency procedures.

Subject: Supervisor requirements for wholesalers transfilling medical oxygen. Purpose: To implement chapter 590 of the Laws of 2023.

Subject: Voluntary certification of recovery residences in NYS. Purpose: This part establishes the requirements for recovery residences certified by OASAS.

Subject: Golden Nematode (Globodera Rostochiensis) Quarantine. Purpose: To lift the Golden Nematode Quarantine in Portions of Nassau, Suffolk, Seneca, and Steuben Counties.

Subject: Technical amendments to State regulations updating the names of State agencies and replacing obsolete and stigmatizing terms. Purpose: To update State regulations by replacing obsolete and stigmatiz- ing terms.

Subject: To review a pilot proposal and associated budgets. Purpose: To assess whether the proposed pilot program impact is in the public interest.

Subject: Residential and retail energy storage programs. Purpose: To consider the outline of program goals and implementation strategies for the residential and retail energy storage programs.

Subject: Petition to submeter electricity and waiver request. Purpose: To ensure adequate submetering equipment, consumer protec- tions, and energy efficiency protections are in place.

Subject: Financing for a merchant owner and operator of a wind-powered generating facility. Purpose: To determine whether the requested financing is consistent with the Public Service Law.

Subject: Safety Equipment Exemptions. Purpose: To allow use of properly functioning video mirrors on a com- mercial motor vehicle as an alternative to the two rear view mirrors.

Subject: 1, 4-Dioxane Limits for Household Cleansing, Personal Care, and Cosmetic Products. Purpose: To implement L. 2019, ch. 613, section 1, eff. Jan. 1, 2022; L. 2020, ch. 44, section 1, eff. Jan. 1, 2022.

Subject: Regulations governing recreational fishing for Atlantic Striped Bass. Purpose: To amend recreational fishing regulations for Atlantic Striped Bass.

Subject: Toll violation administrative fees with respect to TBTA facilities and Congestion Pricing Central Business District. Purpose: Relating to 2024 legislative changes concerning payment and enforcement of toll violation fees.

Subject: Increased funding for energy efficiency programs. Purpose: To determine whether increased funding for energy efficiency programs is in the public interest.

Subject: Brooklyn Clean Energy Hub expansion and cost recovery. Purpose: To efficiently meet the Climate Leadership and Community Protection Act’s goal of 9,000 megawatts of offshore wind generation.

Subject: Proposed transfer of water company assets. Purpose: To determine if transfer of the Company’s assets is in the public interest.

Subject: Electric metering equipment. Purpose: To approve RED Rochester to use two models of electric meter- ing equipment and deny the use of one model.

Subject: Submetering of electricity. Purpose: To authorize 118 West 13th Street’s petition to submeter electricity.

Subject: Submetering of electricity and waiver request. Purpose: To authorizing 44-01 Northern’s notice of intent to submeter electricity and waiver request.

Subject: Sanitary Condition of Shellfish Lands. Purpose: To reclassify underwater shellfish lands to protect public health and general welfare.

Subject: Exemption of earned income and Public Assistance (PA) and Supplemental Nutrition Assistance Program (SNAP) employment program requirements updates. Purpose: To update State regulations pertaining to exemption of earned income and PA and SNAP employment program requirements consistent with updated Federal and State laws.

Subject: Waiver Request of 16 NYCRR sections 86.3(b)(2), 86.4(b) and 88.4(a)(4). Purpose: To consider a waiver of certain regulations relating to the content of an application for transmission line siting.
