Subject: Notice of intent to submeter electricity and waiver request. Purpose: To ensure adequate submetering equipment, consumer protec- tions and energy efficiency protections are in place.

Subject: Petition for surcharge to recover the cost of a water main installa- tion to six customers. Purpose: To determine whether recovery of main installation costs via surcharge is in the public interest.

Subject: Expanded Syringe Access Programs (ESAPs). Purpose: To remove the requirement that ESAPs may only furnish a quantity of 10 or fewer syringes at a time.

Subject: Hemlock Canadice-State Forest. Purpose: Protection of public safety, natural resources and providing for public use.

Subject: General misconduct provisions for the health professions and requirements for histotechnologist licensure. Purpose: To implement section 10 of chapter 446 of the Laws of 2022.

Subject: Credit For Reinsurance. Purpose: To prescribe the collateral requirements for reinsurance reserve credit.

Subject: Operating Rules and Procedures. Purpose: To provide the operating rules and procedures for the Commis- sion on Prosecutorial Conduct.

Subject: Amendments to the Box Tree Moth Quarantine. Purpose: To expand the BTM quarantine to include additional counties and require shipment notification of all regulated articles.

Subject: Newborn Hearing Screening. Purpose: To improve follow-up after newborn hearing screening and ar- ticulate reporting requirements.

Subject: Recreational shark management. Purpose: To protect prohibited sharks from take and establish gear restric- tions and handling requirements.

Subject: Transportation of radioactive materials. Purpose: Establish regulations consistent with the Nuclear Regulatory Commission regulations adopted in 2012, 2015, 2019, 2020, and 2021.

Subject: Regulations governing recreational fishing of Scup and Summer Flounder. Purpose: To reduce the recreational harvest of Scup and Summer Flounder in New York.

Subject: Registration of certain firearms, rifles, shotguns, finished frames or receivers, and unfinished frames or receivers. Purpose: To provide for a registry of firearms, shotguns, finished or unfinished frames or receivers serialized per Penal Law 265.07.

Subject: Recovery of costs to cure tax liabilities. Purpose: To determine if Liberty should recover the costs to cure certain tax liabilities of Arbor Hills Waterworks, Inc.

Subject: Baseline period modification for the commercial managed charg- ing EAM for program year 2024. Purpose: To consider a modified peak avoidance baseline and baseline enrollment period and a shortened enrollment baseline growth period.

Subject: Prior Approval Review Process. Purpose: To update the Prior Approval Review Process.

Subject: Adult use regulations. Purpose: To add provisions relating to the activities which are regulated by the adult use regulations.

Subject: Ionizing Radiation. Purpose: Compatibility with federal standards and modernization to reflect current technology.

Subject: Fishing tournament permitting and reporting system. Purpose: To establish a permitting and reporting system for black bass fishing tournaments.

Subject: Late Fees for Lobbying Filings. Purpose: The proposed rule codifies the Commission’s late fee program and establishes criteria and requirements for requesting a waiver for a late filing fee.

Subject: Ethics Training for Lobbyists and Clients. Purpose: To require the responsible party to enter training compliance in- formation to the Commission on behalf of themselves, their organization and/or their organization’s Individual Lobbyists and other clarifying amendments.

Subject: Responsible Party Obligations. Purpose: Clarify who is responsible for the submission, completeness, and truthfulness of lobbying filings when the Lobbyist or Client is a person or organization.

Subject: Casework contacts. Purpose: To clarify rules regarding casework contacts, and allow, in limited circumstances, the use of videoconferencing.

Subject: DLM program modifications. Purpose: To direct Central Hudson to make DLM program modifications.
