Subject: Petition for rehearing and reconsideration and tariff amendments. Purpose: To grant Penelec’s petition for rehearing and reconsideration and direct filing of tariff amendments.

Subject: Transfer of interconnection facilities. Purpose: To approve the transfer of interconnection facilities from NY Transco to Con Edison.

Subject: Petition to adjust Reference Capacity Price formulas. Purpose: To approve, in part, and deny, in part, NYSERDA’s petition to adjust the Reference Capacity Price formulas.

Subject: Petition for incidental regulation. Purpose: To grant PRC’s petition for incidental regulation as a water- works corporation.

Subject: Educational Requirements for Certified Emergency Medical Ser- vices Providers. Purpose: To improve the overall educational and certification experience that will ease barriers to recruitment of individuals.

Subject: Hospital Cybersecurity Requirements. Purpose: To create cybersecurity program requirements at all Article 28 regulated facilities.

Subject: Service-Disabled Veteran-Owned Business Enterprises. Purpose: To make amendments to definitions and statutory references in order to remain consistent with new statutory changes.

Subject: Prohibited and Controlled Activities. Purpose: To correct an unintended erroneous citation.

Subject: 1,4-Dioxane Limits for Household Cleansing, Personal Care, and Cosmetic Products. Purpose: Implement the maximum allowable concentrations of 1,4- dioxane as set forth in art. 35 and 37 of the ECL.

Subject: Principle-Based Reserving. Purpose: To adopt the 2023 Valuation Manual.

Subject: Green Haven Correctional Facility. Purpose: To remove an obsolete reference to previously repealed section 100.22.

Subject: Fuel use tax on motor fuel and diesel motor fuel and art. 13-A carrier tax jointly administered therewith. Purpose: To set the sales tax component and the composite rate per gallon for the period January 1, 2024 through March 31, 2024.

Subject: Training stipends for volunteer firefighters. Purpose: To promulgate rules and regulations necessary to implement State and locally funded training stipends for volunteer firefighters.

Subject: Sanitary Condition of Shellfish Lands and Certification of Shell- fish Lands. Purpose: To reclassify underwater shellfish lands and update certification requirements to protect public health and general welfare.

Subject: Charter school financing. Purpose: To update the calculation of aid attributable to students with dis- abilities served in charter schools to reflect current statute; update the charter tuition calculation to reflect current statute; clarify that date utilized for the charter school tuition calculation is based on the electronic data filed produced as of May 15; expand the period during which charter schools must notify the Commissioner of the failure of a school district to fulfill its financial obligation under the Education Law and establish a firm

Subject: CTE and Media Arts Course flexibility for the IAAP and CTE pathways to high school graduation. Purpose: To provide local discretion on how to distribute credit for media arts courses within a CTE or IAAP sequence.

Subject: Licensing examinations in the profession of public accountancy. Purpose: To enable the Department to implement CPA Evolution changes, remove flexibilities concerning the 18-month retention period.

Subject: Delegation of the Board of Regents authority regarding charter revisions. Purpose: To update delegation of authority with respect to the approval of changes to certain charter school revisions.

Subject: Registration of curricula and professional study in veterinary medicine. Purpose: Meet workforce challenges without sacrificing educational qual- ity; align requirements to programmatic accreditation standards.

Subject: School food service programs and bidding exemptions for purchasing New York State food and milk. Purpose: To implement part OO of chapter 58 of the Laws of 2023.

Subject: Occupational therapists’ authority to provide treatment for a limited time without a referral. Purpose: To implement section 1 of chapter 601 of the Laws of 2022.
