Subject: Corporal punishment, restraint, and seclusion. Purpose: The proposed rule is necessary to clarify, streamline, and update the Regents Rules and the Commissioner’s regulations relating to corporal punishment to address the unsafe use of restraint and seclusion in schools and to ensure informed and sufficient protections; culturally responsive, strength-based and multi-tiered supports; and services and instruction that meet students’ social, emotional, behavioral and academic needs.

Subject: Requirements for the establishment, incorporation, and certifica- tion of providers of addiction services. Purpose: To update outdated and stigmatizing language, clarify the certi- fication process, create a provisional operating certificate.

Subject: Lease of certain real property. Purpose: To consider whether to the authorize the proposed transfer of real property.

Subject: Proposed revisions to National Grid’s firm gas demand response programs for the 2023 - 2024 winter season and going forward. Purpose: To determine if National Grid’s proposed modifications to its demand response programs are in the public interest.

Subject: Proposed transfer of the Company’s capital stock. Purpose: To determine if transfer of the Company’s capital stock to the Purchaser is in the public interest.

Subject: Notice of intent to submeter electricity. Purpose: To ensure adequate submetering equipment and consumer protections are in place.

Subject: Medium- and Heavy-Duty Diesel Vehicle emission standards. Purpose: To update Medium and- Heavy-Duty Diesel Vehicle emission standards and adopt CA’s Heavy-Duty Omnibus and Phase 2 GHG regulations.

Subject: Advanced Clean Car (ACC) Standards. Purpose: To adopt California’s Advanced Clean Cars II (ACC II) Program regulation.

Subject: Sanitary Condition of Shellfish Lands and Certification of Shell- fish Lands. Purpose: To reclassify underwater shellfish lands and update certification requirements to protect public health and general welfare.

Subject: Regulations governing the recreational and commercial fishing for Atlantic Striped Bass. Purpose: To amend 6 NYCRR Part 40 pertaining to recreational and com- mercial regulations for Atlantic Striped Bass.

Subject: Agriculture water standards for growing, harvesting, packing, and holding of produce for human consumption. Purpose: To incorporate by reference 21 CFR Part 112, Subpart E, containing agricultural water standards.

Subject: Certificates of residence for nonresident community college students. Purpose: To clarify procedures for certificate of residence issuance for nonresident community college students.

Subject: Attending veterinarian examinations in Thoroughbred racing. Purpose: To decrease the risks of injury to racehorses.

Subject: Reconciliation mechanism. Purpose: To limit any further near-term customer bill impacts.

Subject: Hospital and Nursing Home Personal Protective Equipment (PPE) Requirements. Purpose: To ensure that all general hospitals and nursing homes maintain a 60-day supply of PPE during the COVID-19 emergency.

Subject: Clinical Staffing in General Hospitals. Purpose: Requires general hospitals to have clinical staffing committees and create clinical staffing plans.

Subject: Service-Disabled Veteran-Owned Business Enterprises. Purpose: To make amendments to definitions and statutory references in order to remain consistent with new statutory changes.

Subject: Petroleum Bulk Storage (PBS). Purpose: To amend the PBS regulations, 6 NYCRR Part 613.

Subject: Chemical Bulk Storage (CBS). Purpose: To repeal existing Parts 596, 598, 599 and replace with new Part 598; and amend existing Part 597; for the CBS program.

Subject: Adjudicatory proceedings and appeals procedures for matters under the Commission’s Jurisdiction. Purpose: To conform Part 941 to the new Executive Law section 94 established by the Ethics Commission Reform Act of 2022.

Subject: Firearm Licensing Appeals. Purpose: Set forth an appeal process for when there is a denial of a fire- arms application, renewal, or recertification, or revocation.

Subject: Avian influenza control measures. Purpose: To remove a duplicative definition and clarify requirements for the movement of live poultry.

Subject: Rate increase. Purpose: To grant Penelec a rate increase.

Subject: Public Policy Transmission Planning Requirements. Purpose: To identify the CLCPA as a Public Policy Requirement for refer- ral to the NYISO.

Subject: CES financial backstop collection process proposal. Purpose: To approve, with modifications, NYSERDA’s CES financial backstop collection process proposal.

Subject: Water supply agreement and waiver request. Purpose: To approve Saratoga Water and Halfmoon’s water supply agree- ment and Saratoga Water’s waiver request.

Subject: EV Active Managed Charging Program. Purpose: To approve Central Hudson’s petition to modify its EV Active Managed Charging Program.

Subject: Amendments to the Uniform Business Practices (UBP) govern- ing Energy Service Companies (ESCOs). Purpose: To adopt, with modifications, Staff’s proposal to amend the UBP for governing ESCOs.

Subject: Major gas rate case. Purpose: To adopt the terms of a joint proposal and establish a three-year gas rate plan.

Subject: Submetering of electricity and waiver request. Purpose: To approve 2080 Boston Road’s notice of intent to submeter electricity and waiver request.

Subject: Clean Heat Program funding. Purpose: To approve, with modifications, Central Hudson’s petition regarding Clean Heat Program funding and associated cost recovery.

Subject: NY-Sun Program modifications. Purpose: To approve, with modifications, NY-Sun Mid-Program modifications.

Subject: Waiver request relating to the distribution of printed telephone directories. Purpose: To grant, subject to conditions, Windstream’s waiver request.
