Subject: Ethics training for lobbyist and clients. Purpose: To establish requirements related to ethics training for lobbyists and clients mandated by law.

Subject: Permissible indices for variable rate loans. Purpose: To permit the use of CME Term SOFR as a replacement benchmark for LIBOR and to eliminate an obsolete index for savings and loans.

Subject: Agreement for the provision of water service and request for waivers. Purpose: To consider whether the terms of a service agreement and requested waivers are in the public interest.

Subject: The applicable regulatory regime under the Public Service Law for the owner of an energy storage facility. Purpose: Consideration of a lightened regulatory regime for the owner of an approximately 150 MW energy storage facility.

Subject: Petition to submeter electricity. Purpose: To ensure adequate submetering equipment and consumer protections are in place.

Subject: Waiver of tariff rules and a related Commission regulation. Purpose: To consider whether a waiver of tariff rules and a Commission regulation are just and reasonable and in the public interest.

Subject: The frequency of incentive payments for the active managed charging program. Purpose: To consider adequate incentive frequency.

Subject: Update to the Worker Adjustment and Retraining Notification (WARN) Act Rules. Purpose: To provide clarification and conform to statutory changes pursu- ant to Labor Law Section 860-b.

Subject: Medium- and Heavy-Duty Diesel Vehicle emission standards. Purpose: To update Medium and- Heavy-Duty Diesel Vehicle emission standards and adopt CA’s Heavy-Duty Omnibus and Phase 2 GHG regulations.

Subject: Advanced Clean Car (ACC) Standards. Purpose: To adopt California’s Advanced Clean Cars II (ACC II) Program regulation.

Subject: Licensure as a clinical laboratory technologist or cytotechnolo- gist and certification as a clinical laboratory technician or histological technician. Purpose: To implement chapter 446 of the Laws of 2022.

Subject: Experience requirement for professional school building leader certification. Purpose: To remove the requirement that one year of such experience be as a school building leader.

Subject: Central library services aid and state aid for library construction. Purpose: To align the Commissioner’s regulations with recent amend- ments to sections 273 and 273-a of the Education Law.

Subject: Technical amendment relating to licensure in the profession of public accountancy. Purpose: To fix a clerical error for amendments to section 52.13 of the Commissioner’s adopted in September 2022.

Purpose: To protect public health and safety through regulating and permitting laboratories to ensure accurate and reliable results are released by such laboratories and aiding in the determination that final cannabis products accurately reflect potency and meet regulatory limits for contaminants.

Subject: Adult-Use Packaging, Labeling, Marketing and Advertising of Cannabis Products. Purpose: To protect the health and safety of consumers and help prevent targeting cannabis products to youth by establishing parameters around the packaging, labeling, marketing, and advertising of adult-use cannabis products.
