§ 19-0105. Declaration of purpose.\n It is the purpose of this article to safeguard the air resources of\nthe state from pollution by: (1) controlling or abating air pollution\nwhich shall exist when this artcle shall be enacted and (2) preventng\nnew air pollution, under a program which shall be consistent with the\ndeclaration of policy above stated and in accordance with the provisions\nof this article.\n
