§ 23-2204 Effect of chapter. Provisions of this chapter that are\nsubstantially the same in substance and effect as those which are in\nforce immediately prior to the time this chapter shall take effect and\nwhich are repealed by this chapter are intended to be codifications and\ncontinuations of such latter provisions of law and not new enactments.\n
