§ 23-2305. Regulations of the commissioner.\n The commissioner shall, after holding a public hearing with due\nnotice, promulgate rules and regulations governing used oil collectors\nand rerefiners, in conformance with article twenty-seven of this\nchapter, to carry out the requirements of this title.\n
