§ 2812. Construction. Notwithstanding the provisions of any general,\nspecial or local law, or any city charter or administrative code to the\ncontrary, no county, town, village or city shall enact and enforce\nregulations and standards for hospitals, except for hospitals maintained\nand operated by the health services administration of the city of New\nYork or the New York city health and hospitals corporation.\n
