Legislature may regulate wages, hours, etc. of public employees and of persons employed on public contracts

§ 14. The legislature may regulate and fix the wages or salaries and\nthe hours of work or labor, and make provisions for the protection,\nwelfare and safety, of persons employed by the state or by any county,\ncity, town, village or other civil division of the state, or by any\ncontractor or subcontractor performing work, labor or services for the\nstate or for any county, city, town, village or other civil division\nthereof.\n
