Acquisition of property for purposes of article

§ 9. Subject to any limitation imposed by the legislature, the state,\nor any city, town, village or public corporation, may acquire by\npurchase, gift, eminent domain or otherwise, such property as it may\ndeem ultimately necessary or proper to effectuate the purposes of this\narticle, or any of them, although temporarily not required for such\npurposes.\n
