Private claims not to be audited by legislature; claims barred by lapse of time

§ 19. The legislature shall neither audit nor allow any private claim\nor account against the state, but may appropriate money to pay such\nclaims as shall have been audited and allowed according to law.\n No claim against the state shall be audited, allowed or paid which, as\nbetween citizens of the state, would be barred by lapse of time. But if\nthe claimant shall be under legal disability the claim may be presented\nwithin two years after such disability is removed.\n
