State debts on account of invasion, insurrection, war and forest fires

§ 10. In addition to the above limited power to contract debts, the\nstate may contract debts to repel invasion, suppress insurrection, or\ndefend the state in war, or to suppress forest fires; but the money\narising from the contracting of such debts shall be applied for the\npurpose for which it was raised, or to repay such debts, and to no other\npurpose whatever.\n
