Restrictions on consideration of other appropriations

§ 5. Neither house of the legislature shall consider any other bill\nmaking an appropriation until all the appropriation bills submitted by\nthe governor shall have been finally acted on by both houses, except on\nmessage from the governor certifying to the necessity of the immediate\npassage of such a bill.\n
