When debt-incurring power of certain counties shall cease

§ 9. Whenever the boundaries of any city are the same as those of a\ncounty, or when any city includes within its boundaries more than one\ncounty, the power of any county wholly included within such city to\ncontract indebtedness shall cease, but the indebtedness of such county\nshall not, for the purposes of this article, be included as a part of\nthe city indebtedness.\n
