§ 5. Presentation of papers. a. A Senator presenting a paper shall\nendorse the same with his or her name and a brief written statement of\nthe subject of its contents.\n b. When the reading of a paper is called for, except petitions, and\nthe same is objected to by any Senator, it shall be determined by a vote\nof the Senate, without debate.\n
