Resolution to amend the Senate Rules

Section 1. Resolution to amend the Senate Rules. No amendment to the\nSenate Rules shall be considered by the Senate unless a resolution for\nsuch amendment, together with a memorandum specifying the purpose of the\nproposed amendment, suspension, or rescission, shall be introduced to\nthe Committee on Rules and reported therefrom to the Senate floor.\nPassing of any such rules change shall require an affirmative vote of\nthree-fifths of all Senators elected.\n
