§ 5. Final date. a. The Majority Coalition Leaders may designate a\ndate in writing after which no bill or original resolution shall be\nintroduced except by message from the Assembly, but no date prior to the\nfirst Tuesday of March shall be so designated; provided, however, that\nall bills recommended by a State department or agency must be submitted\nto the office of the Temporary President not later than the first day of\nMarch. Bills proposed by the Governor, the Attorney General, the\nComptroller, the Department of Education or the Office of Court\nAdministration must be submitted to the office of the Temporary\nPresident no later than the first Tuesday in April.\n b. All bills introduced in the Senate after the second Friday in June\nshall be introduced to the Committee on Rules.\n
