A petition for the re-establishment of the legal parent and child relationship may not be brought if the genetic parent whose rights are the subject of the petition for re-establishment previously has had parental rights terminated based on a: 1. Finding of sexual abuse; or 2. Conviction for intentional conduct that resulted in the substantial bodily injury or death of a minor.
