In this chapter: 1. "Defamatory" means tending to harm reputation. 2. "Economic loss" means special, pecuniary loss caused by a false and defamatory publication. 3. "Person" includes any legal or commercial entity. The term does not include a government or governmental subdivision, agency, or instrumentality.
