If the germination test referenced in section 4.1-53-22 results in a finding that the seed does not meet the standards for germination, as established by the commissioner, the label must include: 1. The percentage of germination, exclusive of hard seed; 2. The percentage of hard seed, if present; and 3. The words "below standard" in at least eight-point type.
