A person may not offer for sale or sell any seed that: 1. Is not labeled in accordance with the requirements of this chapter; 2. Is labeled with information the person knows is false or misleading; 3. Is designated, represented, or advertised as having a variety name other than that by which the seed was originally known; 4. Contains restricted weed seeds in excess of twenty-five seeds per pound [453.59 grams]; 5. Exceeds the stated tolerances for noxious weed seeds; or 6. Contains weed seeds in excess of one percent by weight.
