Filling vacancies in multicounty legislative districts. (1) When a legislative district in which a vacancy occurs encompasses two or more counties, each county shall be entitled to one vote for each 1,000 of its electors or major fraction thereof residing within the legislative district at the time when either the office becomes vacant, or a resignation becomes binding under ORS 236.325, whichever occurs first.
