When notification of missing children clearinghouse required. A member of a law enforcement agency who has probable cause to believe that custodial interference in the first or second degree, or kidnapping in the first or second degree, with respect to a child has occurred shall notify the Oregon State Police missing children clearinghouse within 24 hours.
