Existing uses in state parks; approval by local governments. Existing uses and facilities in all state parks on July 25, 1997, shall be allowed to continue. The following uses and activities shall be approved by a local government subject only to clear and objective siting criteria, which criteria, either individually or cumulatively, shall not prohibit the use or activity of

(1) The repair and renovation of existing facilities;

(2) The replacement of existing facilities and services, including minor location changes; and

(3) The minor expansion of existing uses and facilities. [1997 c.604 §4]
