Statewide winter maintenance strategy and policy; rock salt. The Oregon Transportation Commission shall develop a statewide winter maintenance strategy and policy that includes the use of rock salt or similar solid salt products. In developing the strategy, the commission shall focus on highways under the Department of Transportation’s jurisdiction as the road authority pursuant to ORS 810.010 and take into consideration environmental best practices.
