Selection of bridge sites. The parties contracting for the construction of any bridges under ORS 381.205 to 381.314 shall select and agree upon sites, but no such bridge shall be constructed unless it connects or provision is made for connection with a state and federal highway in this state and any state or federal highway in the adjoining state
