Maximizing use of federal grants and apportionments. In administering the JOBS Plus Program and to the extent permitted by federal law, the Department of Human Services shall maximize the use of federal grants and apportionments of the temporary assistance for needy families program and the Supplemental Nutrition Assistance Program.
