When arrest warrant for summoned person authorized. If a summons issued under ORS 419C.300 cannot be served, if the person to whom the summons is directed fails to obey it or if it appears to the court that the summons will be ineffectual, the court may direct issuance of a warrant of arrest against the person summoned or against the youth.
