(1) Procedures by which adjudicated youths may apply for transfers from one level of custody to another; and

Rules. The Director of the Oregon Youth Authority may adopt rules necessary to carry out the provisions of ORS 420A.105 to 420A.155. The rules must include but need not be limited to
