License required; prohibitions. (1) No person shall engage in the activity of a grower or dealer of ginseng without first having obtained a license therefor from the State Department of Agriculture

(2) No person required by subsection (1) of this section to obtain a license shall fail to comply with this section and ORS 571.660 or any rule adopted pursuant thereto. [Formerly 571.355]
