Information on energy conservation to be furnished by certain utilities; rules. (1) As used in this section, “energy conservation services” means services provided by public utilities to educate and inform customers and the public about energy conservation. (2) All public utilities as defined in ORS 757.005, that produce, transmit, deliver or furnish heat, light or power shall establish energy conservation services and shall provide energy conservation information to customers and to the public.
