Exemption from enforcement of regulation that would prohibit churches and charitable organizations from serving food to public

The Department of Agriculture shall not use any funds appropriated or authorized to the Department of Agriculture to enforce Regulation 61-25 to the extent that its enforcement would prohibit a church or charitable organization from preparing and serving food to the public on their own premises at not more than one function a month or not more than twelve functions a year.
