The following are not required to be titled: (1) watercraft documented by the United States Coast Guard or its predecessor or successor agency; (2) outboard motors for watercraft; (3) watercraft propelled exclusively by human power; and (4) water skis, aquaplanes, surfboards, windsurfers, and similar devices.
