(a) May 17th of each year shall be observed as “Virgin Islands Flag Day” throughout the Territory.
(b) At least fifteen (15) days prior to Virgin Islands Flag Day, the Governor may issue a proclamation to be announced in the press and by radio, calling upon all Virgin Islands residents to observe Virgin Islands Flag Day by flying the Virgin Islands flag at their homes and other suitable places, and by participating in ceremonies and activities.
(c) The Virgin Islands Flag shall be displayed on all buildings of the Government of the Virgin Islands and semi-autonomous government agencies in accordance with Section 107 of this title.
(d) The Commissioner of Education, the Director of the Office of Veterans Affairs, and the Commissioner of the Department of Tourism shall develop appropriate ceremonies and activities for the celebration of Virgin Islands Flag Day.
(e) On Virgin Islands Flag Day, the Legislature of the Virgin Islands shall hold appropriate ceremonies on the grounds of the Capitol Building, Charlotte Amalie, St. Thomas. The ceremonies shall include the raising of the Virgin Islands Flag.
