(1) In this chapter:(1) “Electronic” means relating to technology having electrical, digital, magnetic, wireless, optical, electromagnetic, or similar capabilities.(2) “Legal material” means, whether or not in effect:(A) the Revised Organic Act of the Virgin Islands;(B) the Session Laws of the Virgin Islands;(C) the Virgin Islands Code Annotated;(D) the Code of the United States Virgin Islands Rules;(E) the Opinions of the Attorney General of the Virgin Islands;(F) Reported decisions of the following courts: the Superior Court of the Virgin Islands and the Supreme Court of the Virgin Islands;(G) Virgin Islands State Court Rules; and(H) Virgin Islands Government Register.(3) “Official publisher” means:(A) for the Revised Organic Act of the Virgin Islands, the Office of the Code Revisor;(B) for Session Laws of the Virgin Islands, the Office of the Code Revisor;(C) for the Virgin Islands Code Annotated, the Office of the Code Revisor;(D) for a rule published in the Code of the United States Virgin Islands Rules, the Lieutenant Governor of the Virgin Islands;(E) for the opinions of the Attorney General of the Virgin Islands, the Virgin Islands Department of Justice, Office of the Attorney General;(F) for court decisions included under paragraph (2)(F), the Office of the Administrator of Courts;(G) for Virgin Islands State Court Rules, the Office of the Administrator of Courts; and(H) for the Virgin Islands Government Register, the Office of Lieutenant Governor.(4) “Publish” means to display, present, or release to the public, or cause to be displayed, presented, or released to the public, by the official publisher.(5) “Record” means information that is inscribed on a tangible medium or that is stored in an electronic or other medium and is retrievable in perceivable form.(6) “State” means a state of the United States, the District of Columbia, Puerto Rico, the Virgin Islands, or any territory or insular possession subject to the jurisdiction of the United States.

(3) “Official publisher” means:(A) for the Revised Organic Act of the Virgin Islands, the Office of the Code Revisor;(B) for Session Laws of the Virgin Islands, the Office of the Code Revisor;(C) for the Virgin Islands Code Annotated, the Office of the Code Revisor;(D) for a rule published in the Code of the United States Virgin Islands Rules, the Lieutenant Governor of the Virgin Islands;(E) for the opinions of the Attorney General of the Virgin Islands, the Virgin Islands Department of Justice, Office of the Attorney General;(F) for court decisions included under paragraph (2)(F), the Office of the Administrator of Courts;(G) for Virgin Islands State Court Rules, the Office of the Administrator of Courts; and(H) for the Virgin Islands Government Register, the Office of Lieutenant Governor.

(C) for the Virgin Islands Code Annotated, the Office of the Code Revisor;

(G) for Virgin Islands State Court Rules, the Office of the Administrator of Courts; and
(H) for the Virgin Islands Government Register, the Office of Lieutenant Governor.
(4) “Publish” means to display, present, or release to the public, or cause to be displayed, presented, or released to the public, by the official publisher.
