12 V.I.C. § 145

(a) Any person or entity that violates any provision of this chapter by causing, contributing to, or permitting the injury of, removal, or destruction of a public tree, shrub or a heritage tree is subject to a civil penalty of not less than $100, but not more than $500 for each violation.

(b) Penalties may be imposed by the issuance of a citation by the Territorial Forester. Any person or entity served with a citation has 30 days to pay the fine or to appeal the citation to the Superior Court of the Virgin Islands.
