18 V.I.C. § 110

(a) The board shall conduct a check-up of each registered elector in the election district by any method deemed necessary.

(b) For the purpose of facilitating any such check-up, the board may, when necessary, appoint special inspectors of registration, in number not exceeding double the number of polling districts which the board shall determine to canvass.

(c) Special inspectors shall have and may exercise the powers conferred by this chapter upon inspectors of registration. They shall be qualified electors of the election district, and shall be appointed without reference to residence in polling districts or to their political affiliations or beliefs.

(d) The board shall instruct each special inspector in his duties.

(e) (1) Information on active vs. inactive electors. Not later than 90 days after every General Election, commencing with the 2022 General Election, the Supervisor of Elections shall cause all registrations of electors to be examined, and in the case of each elector who is not recorded as having voted at such election and the last general election prior to the last election, the Supervisor of Elections shall send to such elector by mail, at the elector’s address appearing upon the elector’s registration record or wherever the elector is known to reside, a notice, setting forth that the records of the Supervisor indicate the elector has not voted at the last two general elections and that the elector’s registration will be deemed inactive at the expiration of 30 days from the date of mailing the notice unless the elector within that period, files with the Supervisor, either personally or by mail, a written request for reinstatement of the elector’s registration, setting forth the elector’s place of residence, and signed by the elector. At the expiration of the time specified in the notice, the Supervisor of Elections shall place inactive on the registration of such elector unless the elector has filed with the Supervisor the signed request for reinstatement of the elector’s registration as provided in this subsection.(2) The Supervisor shall post the name of any elector whose registration has been changed to inactive forthwith in three places. The posting must include the following explanatory language to the electors:“If you are an inactive voter, you are still registered to vote. You may update your registration any time before 7:00 P.M. on Election Day and receive a ballot. Before you may vote, you will be required to complete an affirmation of current and continuous residence as prescribed by the Supervisor of Elections. On this form, you must affirm that you continue to reside at the address at which you are registered, have moved within the same district, or have moved to another district within the Virgin Islands. Your registration status will be reinstated to active once you complete the voting process.”
