(a) The expense of conveying all indigent patients to a behavioral health hospital must be borne by the Government of the Virgin Islands and must be paid upon sworn account of the officer or person performing the service.
(b) Any patient who is non-indigent and can pay for his support at the facility, transportation, or program, shall pay or reimburse the Government of the Virgin Islands for the expenses. The Government of the Virgin Islands may file a civil suit to recover the expenses.
