(a) As used in this chapter, unless the context clearly requires otherwise:(a) “Authority” means the Virgin Islands Waste Management Authority.(b) “Person” means individual, corporation, partnership, limited liability company, association, joint venture, public corporation, government, governmental subdivision, agency or instrumentality, or any other legal entity.(c) “Tire retailer” means an individual or legal entity that sells wholesale or retail tires.(d) “Waste tire” means any tire that is not suitable for reuse because of wear, damage, or defect.
