(a) The Commissioner of the Department of Property and Procurement shall identify and set aside a parcel of land in each district to be used by the Authority as tire transfer stations for the collection of waste tires and for the exportation of waste tires by permitted tire retailers. The parcel of land selected may not be land occupied by a tire retailer.
