The Commissioner, as soon as possible after appointment and designation, shall prepare an estimate of the annual expense or costs to provide the equipment, personnel and supplies necessary for periodic examinations and investigations of dwellings in the communities of the Virgin Islands for the purpose of determining the fitness of such dwellings for human habitation, and for the administration and enforcement of this chapter.
