Applications for mental retardation facility or community behavioral health center construction projects for which Federal funds are requested shall be submitted to the Commissioner by the Government of the Virgin Islands, a political subdivision thereof or by a public or other nonprofit agency. Each application for a construction project shall conform to Federal and territorial requirements.
