(a) (1) The Department may contract to establish and administer the Program and may make application for, receive, and administer grant funding from public or private sources for this purpose.(2) A contractor shall comply with the provisions regarding confidentiality of prescription information as outlined in this subchapter and is subject to the penalties specified in this subchapter for unlawful acts.

(b) A fee may not be levied against practitioners for the purpose of funding or complying with the Program.
