19 V.I.C. § 800e

(a) In addition to any other sanctions prescribed by this chapter or rules promulgated pursuant to this chapter, the OCR has the power, on its own motion or on complaint, after investigation and opportunity for a public hearing at which the licensee or permittee shall be afforded an opportunity to be heard, to suspend or revoke a license or permit issued by the OCR for a violation by the licensee or permittee or by any of the agents or employees of the licensee or permittee of the provisions of this chapter, or any of the rules promulgated pursuant to this chapter, or of any of the terms, conditions, or provisions of the license or permit issued by the OCR. The OCR has the power to administer oaths and issue subpoenas to require the presence of persons and the production of papers, books, and records necessary to the determination of a hearing that the OCR is authorized to conduct.

(b) The OCR shall provide notice of suspension, revocation, fine, or other sanction by mailing the same in writing to the licensee or permittee at the address contained in the license or permit. A suspension must not be for a longer than six months. If a license or permit is suspended or revoked, no part of the fees paid therefore shall be returned to the licensee or permittee.

(c) Any license or permit may be summarily suspended by the OCR without notice pending any prosecution, investigation, or public hearing for public safety purposes and the licensee or permittee is entitled to due process after the suspension, but at no time may the suspension last more than 10 days without a due process hearing.

(d) The OCR may enter into a stipulated settlement with a licensee or permittee in lieu of going to a public hearing. The stipulated settlement may contain any of the following: admissions by the licensee or permittee of violations of rules or statutory provisions, the suspension of a license or permit, that a suspension be held in abeyance pending no further violations as specified and agreed to by the parties, a fine imposed against the licensee or permittee, and/or any other terms agreed to by the OCR and licensee or permittee.

(e) All fines described in this section, must be deposited into the Cannabis Fund for use by the OCR as set forth in § 801.
